To be honest, I do not know. But it doesn't take a massive decade or two long survey to figure out that poverty creates crime.

But I still would like to know how they did this survey, since it is an entire system they are trying out.

Well no, the Merva-Fowles study wasn't done by the guy who thought up this alternate society. They use information from other studies to reinforce their points.
