Riot Act is almost depressing to listen to when you think of how different Pearl Jam used to sound. Eddie Vedder was once capable of unleashing an emotionally genocidal 11-second long lion's roar (he did so on Versus track "blood"), but now he just sounds tired. And for most of this album, that's ok.
However, there are spots in which I wish Vedder could have released something energetic and frantic like they could once. For example, "Bushleaguer" could be an angry rally against Bush, but instead the verses are just spoken word and the chorus is relatively tame. Therefore, the song is fairly unconvincing if we are supposed to believe Vedder dislikes our current president. On "1/2 full" and "save you", he sounds just about ready to explode but he never does.
That is not to say that Riot Act is a bad album. It is not. In fact, it's a very impressive album. Songs such as "Green Disease", "I am mine", "cropduster", and "save you" prove that Pearl Jam has still got it in them to put out some rockin' music. To be honest, I thoroughly enjoyed the album and listened to it quite a few times over and over again, but not all the way through. I had to skip tracks: something I haven't had to do on any Pearl Jam albums except their most recent two.
Pearl Jam can still rock, just not like they used to.

I do too, actually. i don't listen to riot act as much because it is kind of depressing thinking "damn, eddie vedder sure USED to be able to rock hard"
